Two groups to vote on McKinney

Citing concerns about shared governance, improper influence and "irresponsible behavior," a pair of Texas A&M University groups have drafted resolutions of "no confidence" in A&M System Chancellor Mike McKinney.

Members of the Council of Principal Investigators can vote on the resolution online until 4 p.m. Friday. The group of about 40 people represents about 2,500 members of the Texas A&M research community.

The Texas A&M University Faculty Senate is scheduled to vote on its no-confidence resolution at a special meeting Tuesday in Room 601 of Rudder Tower.

The resolutions follow the recent resignation of Texas A&M President Elsa Murano after a rift with McKinney.

"I don't think they expect that this will change the board's mind or the chancellor's mind," said Robert Bednarz, speaker of the Faculty Senate. "But the faculty [members] just don't see any other action they can take. They simply want to officially go on record objecting to the chancellor's statements and actions."

Rod Davis, a spokesman for McKinney, said in an e-mail that the CPI resolution "is without foundation or substance and thus cannot be addressed." He declined to comment further.

The CPI resolution lists eight concerns about McKinney, including:

* Presiding over a recent Board of Regents policy that allows selection of a president who hasn't been vetted by a search committee.

* His influence over standard search committee procedures in the search for Texas A&M University vice president for research.

* Advocating for the National Center for Therapeutics Manufacturing, which received $50 million from the state's Emerging Technology Fund, despite a report from the Office of the President that stated the financial risk would be too high.

The resolution concludes: "We believe the best interests of this great institution and, indeed, the entire Texas A&M University System, hinge on the prompt appointment of a new Chancellor who can work constructively with our faculty, students, president and the Board of Regents."

The Faculty Senate resolution calls on the Board of Regents to rescind the presidential appointment policy, create a committee that includes "several constituencies" to search for the next Texas A&M president and postpone the plan to merge certain services between the 48,000-student College Station campus and the system that governs it until a new president is selected.

Also on Wednesday, the 24-member task force charged by former Texas A&M University President Elsa Murano with defining shared governance met for the first time since Murano resigned last week.

Members cited concerns about the six-month time frame for the search for the new Texas A&M president and the goal of having a set of teams make recommendations by September about where to merge the services between the two entities.

"This does not reflect best practices," said Douglas Palmer, dean of the College of Education and Human Development.

Comment Title: Fed up with People Like McKinney and Perry Trying to screw up A&M!!
I second the motion of "Class of '95." McKinney NEEDS to LEAVE; the sooner, the better! Of course, he wouldn't be there if it wasn't for his bud Rick Perry putting him there! Perry simply cannot get out of office fast enough; the longer he's there...the more likely he will try to screw up Texas A&M even more! And just in case you don't lose the meaning it has on the football team, we WOULD have a better football coach now and be getting better recruits if it wasn't for McKinney! Just had to give the job to Mike Sherman; since he was an assistant coach when his 2 sons played for RC Slocum. And we will most likely suffer on the football field until McKinney's buddy Sherman gets fired! Even Dennis Franchione was a better coach and could recruit better players. So, yes...by all means...we desparately need Mike McKinney to leave; I'm sure there are many out there who will serve this great university infinitely better (and certainly have it's BEST interests at heart). It has already been shown and guaranteed that McKinney does nothing (or very little) in the best interests of A&M. His actions are purely in the best interests of Rick Perry! Anyone that thinks otherwise is only kidding themselves.

Comment Title: Great Confidence
I have great confidence that these votes of no confidence will keep a controversy alive and well. It remains to be proven that the resignation of Murano had to do with anything other that her not being able to do a good job. One million dollars later, and still waiting to be convinced she could handle the task.

To the poster of: "A mind is a terrible thing to stifle" Damn straight! To all the d-bag tourists whining about 'liburl' professors cashing their oversized tuition checks: 1) The profs salaries are a fraction of the budget. 2) Shared governance isn't having profs run 'the asylum'; it means participating in important decisions like selecting a university president, which the regents have now eliminated (its part of what the story is about--click the CPI resolution link). 3) Any institution called a university is not a corporation or a quasi-corporate state agency. 4) To the person who can't wait for classes to start: classes have been going all month. 5) To those cretins who think they own A&M and tell any dissenter/non-like-minded person that highway 6 goes both ways: you have nothing to contribute at an institution of higher learning, and should yourselves consider a trade school like ITT, or perhaps Liberty "University" would provide you the level of conformity you crave.

Don't worry about being someone with a "lowly bachelor's degree". I agree with your general thesis that the faculty are acting awfully childish and don't have the skills to run a large organization, and I am a PhD working in the private sector.

Comment Title: typos and such
I know that I shouldn't taunt all of you ultra-smart doctors since I just have a lowly bachelor’s degree. The "mange" comment was just too good to pass up. I really just want some members of the faculty to realize how silly their actions look to people outside of the academic world. Quit screaming “Resign! Resign!” and go cure cancer or something. Maybe invent a maroon tomato. That would be cool. Thanks for the advice on typos. If I ever go back to school, I will keep that in mind!

Comment Title: A mind is a terrible thing to stifle
No, it isn't a popularity contest. It has become a contest of wills. It should be neither. People who blindly follow instructions have little to contribute in an environment of research and great thinkers. Management needs to be open-minded about dissent, and perhaps consider that there are better ways to get things done. TAMU isn't corporate America. It is a research university.

I want the next generation to be more eloquent. Texas A&M has always been a university that attracted people with dignity and class. You do not seem to possess either quality. I will give you a little more help in dealing with corporate-type individuals. If they give you a task, and you do a good job, they will give you more responsibility. Complaining or signing a petition will not get you the desired results. This isn't a popularity contest.

Shared governance in universities exists since thousand years, It was gained after centuries of struggle with the Church and other rulers, who thought they knew better how to micro-mange a University. Apparently this struggle has to be fought over and over again...

Comment Title: Stomping your feet might work.
Maybe if you use a poster board and markers you can color a really neat sign and show up in front of Rudder Tower. Maybe someone will take your picture. That is always classy. I have had several bosses that were not technical, but they were still my boss at the end of the day. If you will act like you can handle the responsibility, the Board of Regents will take you more seriously. The Regents are from the corporate world where pouting doesn't ensure that you get your way. Now get back to multitasking on that poster board, and color a really catchy image.

Comment Title: Time's up, McKinney
If a vote of no confidence by the Faculty Senate won't "change the board's mind or the chancellor's mind," then perhaps reading the comments to the articles in The Eagle and on KBTX's website will. Public opinion matters, and the feelings of former students matter - TAMU is losing monetary support from former students (and perhaps researchers will think twice about TAMU affiliations) because of all this controversy over McKinney and his questionable governance of this great institution. McKinney needs to find a job elsewhere, so TAMU can heal from the wounds he has made, and move forward with a proper search for a new president. Perhaps Dr. Murano will apply for one of the two job openings.

Let's have someone with no experience in your line of work become your boss and tell you how to do your job. Will you become a "whiner" too? Of course a professor can get their work and research done while still being able to raise a voice on the goings on of their work. It's called multitasking; you should try it sometime.

Because there were no academically (or even in the corporate world) inappropriate scripture readings. Perhaps this dullard had his VCR (Vice Chancellor of Research) put little quotes from scripture onto policy directives drafts and memos à la Rumsfeld to Bush. McKinney's and the BOR's actions as listed in the CPI resolution are far more dire than Mr. Hagler's accusation that the cost-cutting will be a power-play. Yes it will, but this micro-management will be ancillary to the power that the chancellor & regents have already created for themselves. Its really cute how McKiney reduced shared governance (Vision 2020 Imperative 10, core values & other imperatives implicitly) into a crass, corporate euphemism: [“integral leadership,” the next iteration of shared governance, which is further defined as “collaborative but decisive leadership.”] [http://www.kbtx.com/tamu/headlines/48814362.html] This autocrat evidently feels he can redefine one of the crucial terms of Vision 2020 as if he were correcting a subordinate in a meeting. Again, outdone and outscooped by KBTX.

Comment Title: Classes need to start back up.
I have seen very little indication of common sense or wisdom being displayed by a member of the Faculty Senate. If they want to participate in the selection process of a new president, they should quit behaving like 13 year olds who are grounded from playing video games. Maybe when classes start back up, they will start grading papers and quit whining.

Looks like the interim president and Chancellor McKinney are going to have a quick list of where to cut the budget. I can't help but wonder whose teaching these peoples classes while they take all this time to complain. In this economy I think I would just cash my five and six figure paycheck and shut up
