A 26-year-old man was arrested Friday, accused of raping a 16-year-old girl.
Thomas Michael Welvaert was charged with sexual assault and indecency with a child by sexual contact, both second-degree felonies punishable by two to 20 years in prison.
Bryan police said the girl told authorities in September that she was at Welvaert's home with two friends playing Truth or Dare and drinking. Someone dared the girl to kiss Welvaert, and she agreed, she told police.
Welvaert raped the teen when the other people left the room, according to police reports. The girl told police that she had seen Welvaert angry in the past and that she was scared to say or do anything to make him stop, according to police reports.
Welvaert told investigators that he didn't remember what happened that night because he had been drinking, according to police reports.
He remained in the Brazos County Jail late Saturday in lieu of $100,000 bail.

Man people....this stuff happens all the time in every city in America you just don't see it in the papers. There are predators in EVERY city check out DPS or google family watchdog...you can look up predators by state city zip code or name. Some predators are still not registered because eitgher they have not been caught or because they got overlooked in the system and it takes the VICTIM to make sure it gets fixed! Sad to say I know both the predator and the victim in this case and all the details are not so solid. stories have changed on both sides so much that nobody can be sure which story is completely accurate. In ANY CASE the facts remain...she should not have been in the apartment...her mother SHOULD have been around and we'll leave my personal opinions about her alone...and the two other ppl in the room were not children they were adults. I will agree with anyone that says mommy should have been there... but even if mommy had been there she still would have been drinking.

Umm where is mom? 3 teenagers and a 26 year old sexual offender as supervision? I will bet that DPFS weren't notified as required by law for inadequate supervision. Also. mayu sex offenders get deferred adjudication in a plea agreement to prevent young victims from having to go through the trauma of testifying. As a mom I don't like it but at least you can look up and find out about sexual predators on the state website.

I just looked this Welvaert guy up in the Brazos Court records and he was given "DEFERRED ADJUDICATION" for a first degree felony for this same charge, Sexual assault of a child!!! How in the Hell do you get deffered adjudication for a 1st degree felony of sexual assault of a child???!!! Who are this guys people? The only way this guy could get away with something like this before is that he comes from or has money! This is an outrage!! He should have already been in jail. Also, it appears had not been paying his fees and community services as he was supposed to either! But looks like the courts has given him a break on that too and decided to give him another chance. Please check out this guy on the website -- maybe I am wrong in how I read it, but I don't think so. Many sex offenders are on the streets, only required to register where they live. But I think we should think about what the teenager who says she was raped says. She says she was afraid. Well, is this guy getting more aggressive and more dangerous in what he is doing (Disclaimer: if he is doing it)? I read that Jeffrey Dahmer was first arrested for exposing himself to children, released, and then arrested for molesting a boy. He convinced a judge that he was remorseful and was released. And this was when he went on a killing spree.

I just don't understand our judicial system. If what you are saying is true, his first offense was with a 4 yr old, then why is he out of jail? And then you're saying he had 2nd offense but yet he is still roaming our streets. Don't molesters have to wear a device to so people know where they are. Aren't they supposed to be registered as a sex offender and the people around them told what they are. The judge(s) who oversaw the trial or set the bail need to share a cell with him. If you look up this man on the Texas Sex Offender registry and if he is found guilty of this offense, this will be his 3rd offense. His first offense was with a 4 year old. Should not blame this on the girl or her friends. If found guilty, this is his 3rd rape, and he is a serial rapist and needs to be locked up in order to protect society.
