Bryan chief put on leave

Bryan Police Chief Ty Morrow was placed on administrative leave Monday pending an investigation into a family violence call that officers made at his home over the weekend.
A police report states that Morrow called authorities at 12:47 a.m. Sunday, saying that he and his wife had an argument that became physical and he handcuffed her. The chief told police that he didn't want to interfere with his wife's "access to police," so he called the department directly and requested they come to his home.
Both received minor injuries that didn't require medical attention, according to the report.
Morrow told The Eagle that his wife had too much to drink at a charity function in College Station and he wouldn't let her drive home. The verbal dispute continued at their house when she "continued to assault me," Morrow said.
Cindy Morrow could not be reached for comment.
Two sergeants responded to the call and learned that Morrow and his wife, both 45, said the other was the instigator in the physical confrontation. Neither wanted to pursue criminal charges and Morrow willingly left the house, authorities said.
Peter Scheets, an assistant police chief, initially said a sergeant within the department would investigate the situation and present his findings to the Brazos County Attorney's Office. However, Scheets later said he spoke with County Attorney Rod Anderson who suggested an outside agency help with the inquiry, so a deputy with the sheriff's department will oversee the investigation with the assistance of the Bryan sergeant. The deputy will present his findings to Anderson's office.
Scheets said a parallel investigation by an internal affairs officer at the Bryan department also is ongoing. The officer will file his report directly with City Manager David Watkins.
That it will be Watkins who will rule on the findings from internal affairs -- either clearing Morrow of any wrongdoing or opting to take personnel action -- raises a potential issue: Whether Watkins is the best city official to be making the call. Watkins had his own experience with police who were summoned to a disturbance at his house 2 1/2 months ago.
No charges were filed in the case, which now is closed.
Watkins said he's confident he will be objective in deciding Morrow's case.
Police reports state that Watkins and his wife were involved in a verbal altercation while driving home from a reception late Sept. 11. He pulled into a gas station and got out of the car when she moved to the driver's seat and left him behind, prompting him to call a taxi, according to the report. Once at home, Watkins and his wife again were fighting and the pair got into a shoving match, Watkins said.
Reached on Monday, Kay Watkins said: "Unfortunately a private matter has become public because of my husband's position. We made a mistake and have forgiven each other. David is dedicated to his work and his family and this incident is behind us."
Watkins described the incident as an intense argument that his wife didn't want to escalate, so she called police.
"I want people to trust that we have integrity in the process," Watkins said of the inquiry into Morrow. "I think, personally, that I'm objective enough to review Det. Jackie Maynard's analysis in the internal affairs report, but if anyone questions that, then I'd have no problem having someone else take a look at it."
Mayor Mark Conlee said he has no concerns about Watkins' involvement.
"From what I understand, Ty Morrow handled his situation in a professional way, taking himself out of the picture in the investigation, and I think David is just as professional," Conlee said. "If either were trying to hide something, they'd have kept the police out of it."
Conlee said he will monitor the inquiry closely.
"As far as I'm concerned, the incident with David and his wife is between them -- no charges were filed and it was a private situation," Conlee said.
Anderson said he can't comment on the Morrow case because it's pending, but said his office will review what the deputy brings them and decide whether it warrants charges being filed against anyone.
While it's standard procedure to be placed on paid administrative leave during an internal affairs investigation, Scheets said Morrow -- whose annual salary is $115,000, not including benefits -- voluntarily stepped aside before any formal action was taken.
Assistant Chief Curtis Darby said he's certain an objective review will be done in the case.
"The chief has said he wants this to be completely transparent and that's exactly what we're doing," Darby said. "What happens with the case from a criminal standpoint will be the decision of the County Attorney's Office -- we're giving them everything we've got. The IA investigation will not go through us -- it will go directly to the city manager, so we can not be accused of sweeping any of this under the rug. This process will be a transparent one."
Over the lunch hour Monday, Morrow -- who earlier in the morning testified in an arbitration hearing involving an officer who was fired for excessive force -- sent out a memo to the 131 officers and 45 civilians working for the department.
In it he explained that he and his wife had a disagreement that resulted in him calling police for assistance.
"This is an extremely embarrassing situation for me and my family," Morrow wrote. "Since this incident my wife and I have reconciled."
Morrow wrote that he instructed the staff at the department to make certain the situation was investigated.
"I want to ensure that my family and I are addressed as any other member of the community would be addressed in a similar situation," Morrow wrote.
Scheets, who is serving as acting chief pending the outcome of the investigation, said he expected the criminal portion of the inquiry to be done before Thanksgiving.

It would seem more logical and prudent for the County Attorney and County Sheriff to investigate these situations, as is being done, than fire these employees and then have to hire them back to avoid lawsuits. Remember the City Manager of College Station, Tom Brymer, who was dismissed by the City of College Station and then reinstated and then the city settled for $177,500. Investigating is not covering up. You Brazos County yokels are truly something to behold.

I would be the last person that people would expect to support Sgt French... but I strongly believe that he did not deserve to lose his job. He should be welcomed back with open arms and a HUGE apology. Officer Hall is the problem.... always has been. The department had the chance to deal with him over a year ago and Morrow chose not to. As for the current situation- how can Morrow say that he wouldn't trust French and that he would need to keep a close eye on him... then go home, get into altercations with his wife, and expect respect? That department has always had it's problems- but things are only getting worse. You can't expect Morrow to make positive changes when he canot handle his own home. He wants to blame French for excessive force- yet he RESTRAINED his OWN WIFE? Unacceptable!

The theft conviction is a third-degree felony Romei, punishable by between two and 10 years in prison. Romei was eligible for probation because he had never before been convicted of a felony. Heck, My daughter just had some tickets and they put her in jail, and gave her probation because she didn't have the money to pay them. She still don't have the money to pay them. and they gave her 90 days probation. So they added more time and now she have to pay more money. So its a vicious cycle. She still don't have no money. I guess they gonna put her in jail again. More time more money, Then she was 10 min. late to meet her probation officer and they told her they was gonna give her another year of probation. Where is justice in that. She really need to Rob a bank, I believe she will get less time and a fair shake cause she don't have no felony either. College Station Police so uninformed about Texas traffic laws that they arrest a person for having time trial books in his possession. As for something outline procedure in domestic violence situations...In the state of Texas, I don't believe we have a mandatory arrest policy - I think folks are confusing it with our mandatory prosecution policy. As far as I know, it's at the "officer's discretion" to make an arrest for a DV call. So, especially when one considers who is involved in this situation, it's not unusual that no one was arrested. It's unfornate, however, that due to the high-profile people involved as well as the fact that Chief Morrow blamed the episode on alcohol, the truth about this situation may never come to light.

This only illustrates the standards by which Bryan citizens live. We all know that Bryan citizens are involved in criminal activity in large numbers all over the Brazos Valley. The standard of which another county resident lives or a CS resident lives this behavior would be unacceptable. Factor in it is your top officials ie police chief and city manager it shows a pattern of cover ups poor judgement and unexplainable behavior. To the CS A&M basher that speaks of alcohol and violence you are a further embarrassment to everyone. Just because your poverty rate is a the top is no excuse to have your ignorance level of corruption and law just as high. This is not just a embarrassment to Bryan but the whole county. If you were to go out and try to lower the perception of Bryan to others I don't know of any other way more effective than what your top city officials and citizen criminals have already done . This takes the cake. You have reached an all time low in Bryan.

Now that this has come out only 50% of the people will ever respect this chief in Bryan. No matter the outcome. To many things are wrong. 1. No arrest on signs of injury in a family violence case. 2. No outside county investigator contacted 1st. (Texas Rangers this the the type of work they do.) 3. Have someone investigate you that is under you and you are the top supervisor. 4. The standard used to Judge Officer french to be fired was different. 5.The city Mgr of Bryan calling some of the shots when he was just in trouble for the same thing. 6. BPD-family violence policy not fully enforced. 7. The enforcement of the Family code of Texas is very clear on this type of domestic violence with visible injuries and the steps needing to take place at the time of the crime. 8. Bryan long history of violent crime and other presumption of city official corruption 9. The AVG. Joe and Jane would have been arrested in Texas on the spot. 10. The family should have been in some type of counseling before this event. The chief should have had Judgement far better then the avg citizen that would have divorced or had counselings 11. The chiefs and family position is held at the highest standard in a city. The reason for all the public event parties for the family he is the ambassador for a city.

He called the police on his own, and both were treated for minor cutts and bruises, This tells me that his wife was the one who wouldn't let the fight go.We all had our arguments with our loved ones, and sometimes pushes and foul language come out, Just cause he's the Chief doesn't mean he aint normal just like everybody else. I agree. Do not do this in the county and CS. Even the State of Texas. You will be in jail faster then you can say Bryan. The law is the law on family violence. That fact that things are so out of control that a person was handcuffed are needed to be handcuffed say it all. No arrests and injuries on a familey violence call and BPD feeling they could investigate the chief to clear him is a cover up. Jobs are in short supply now who would go against the chief if needed. This is the reason we have Texas Rangers to investigate just like BPD officer French who was fired and cleared by the DA and the TEXAS RANGERS. Officer French will have one hell of a case againest the City of Bryan.

If it had been you or I, we (both parties) would have been arrested for domestic violence. Wouldn't matter that we didn't want to prosecute. The action is a CRIME. It violates Texas statutes. It is a crime against the state. You shouldn't get a choice if Joe Public doesn't get one! Isn't it interesting that if you're police chief or city manager things are "different". A Bryan Police Officer was just in hot water for slapping a child molester- he gets punished. Slap your wife, it's OK? Can you spell P U B L I C C O R R U P T I O N ??? Time for resignations from BOTH officials. YOU ARE SUPPOSED TO BE ABOVE THIS!

BPD feels then can investigate this and push this under the rug. A Texas Ranger for a fired Officer that is a SGT. Simple assault and conduct not up to BPD standards, Cleared still fired. A in House investigation for the {Boss} the chief for family violence with injuries. Big difference under state and federal law.

It seems bryan has one devastating scandal after another the whole city is a warzone of undeniable immoral behavior with gangbangers at the bottom and crooks at the top.
