Winn to run for District 14 state rep

Former Brazos County Tax Assessor-Collector Gerald “Buddy” Winn announced Monday his intentions to challenge District 14 State Rep. Fred Brown for his seat in the Republican primary.

Winn made the announcement in an e-mail to reporters Monday morning. He also planned to make a declaration at the Brazos County Republican Club lunch meeting at the College Station Hilton.

“I do not have a personal agenda other than being able to serve the citizens of Brazos County,” he said in the e-mail. “They have been good to me and my family through the years and I think I have the expertise to represent them in Austin as good, if not better, than anyone in the district.”

Reached by phone on Monday, Brown said that he hasn’t decided whether he will seek re-election, but would make up his mind by December, when the filing period begins.

He said he had no comment on Winn’s announcement or his future plans.

“I haven’t made up my mind, so I don’t have anything to say,” Brown said. “I knew that [Winn] wanted to run. He has been talking about it for three years.”

Winn called Brown over the weekend to notify him of his decision, both candidates said.

“Buddy and I have been friends for some time,” Brown said. “He said he wasn’t running against me — he is running for the position.”

Winn retired after nearly 30 years as tax assessor in July 2007. He testified many times before the state legislature during his career, including to discuss legislation on the election code, transportation code and property tax code.

Brown, a local businessman, was first elected to the House in 1998. He has not faced a major challenger to his seat this decade. He serves on the Appropriations and Technology, Economic Development and Workforce committees.
